Cecil Jacobs lived at the far end of the street next door to the post office. He made fun of Atticus for defending Tom and Scout beat him up for it.
 
He walked by the back street and all the way around town to get home. He also walked a total of one mile per school day to avoid the Radley Place and old Mrs. Henry Lafayette Dubose.
 
Towards the end of the book, when Scout and Jem are walking to the Halloween pagent, Cecil comes from almost nowhere and surprises them by blinding them with a flashlight. Cecil hangs out with Scout during the "party" part so that Jem can go be around kids his age. When Scout and Jem are walking home from the Halloween show, they hear Bob and think that it was Cecil trying to play a trick on them again, only to realize that it wasn't Cecil at all ...
